I appreciate your presence in the installation of the Special Committee on Political Reform of the Federal District, which was created from the willingness of all political parties represented in this Assembly to have a political and administrative organization of better quality in our city.

The delegations did not have legal personality, being only political and administrative bodies that rely on hierarchical sense of the Federal District Government. The heads of delegations can not develop and freely exercise their income and expenditure budgets can not establish its own strategy to combat crime, can not create regulations or introduce laws for discussion in the Legislature, nor can they fully manage your infrastructure . In the case of the Legislature, we lack authority to amend the Statute of the Federal District, which falls under the Congress. Therefore, it is necessary to define a proposal for a new political and administrative organization of the Federal District, designed to ensure the full exercise of political rights of its inhabitants and efficiency in service delivery, the relationship between power, representation policy and accountability.
