few days ago I was appointed by the plenary of the Legislative Assembly as President of the Special Committee on Political Reform of the Federal District. This is a topic that fascinates me and I strongly encourage. Last Thursday was the installation session, these were the words I spoke:

I appreciate your presence in the installation of the Special Committee on Political Reform of the Federal District, which was created from the willingness of all political parties represented in this Assembly to have a political and administrative organization of better quality in our city.

Through various institutional changes undertaken in the eighties and nineties Today the inhabitants of this city we can choose at the polls to our immediate authorities. However, it is clear that this reform is unfinished, leaving an outstanding issue that can no longer wait, so we can have a new legal and institutional mechanisms to bring better participation of citizens and social groups in the decision-making process, in the operation of the apparatus of government to provide better services in the distribution of power, and in the development, implementation and evaluation of public policies.
Federal District continues to maintain political and government structures that have been insufficient to meet and successfully and efficiently solve the problems facing our city. We have local bodies with powers incomplete and under a system of subordination to the federal powers. The delegations did not have legal personality, being only political and administrative bodies that rely on hierarchical sense of the Federal District Government. The heads of delegations can not develop and freely exercise their income and expenditure budgets can not establish its own strategy to combat crime, can not create regulations or introduce laws for discussion in the Legislature, nor can they fully manage your infrastructure . In the case of the Legislature, we lack authority to amend the Statute of the Federal District, which falls under the Congress. The Head of Government, for its part, adds the one hand the powers of state and local government but on the other, has limited powers in key areas such as public safety.
Therefore, it is necessary to define a proposal for a new political and administrative organization of the Federal District, designed to ensure the full exercise of political rights of its inhabitants and efficiency in service delivery, the relationship between power, representation policy and accountability.
